Web form input data encoding is controlled by the HTTPS response header and HTML document header "Content-Type" encoding setting.
PHP-CGI.exe in PHP 7 is setting "Content-type: text/html; charset=UTF-8" in the HTTP response header.
If you want control the Web browser to use an encoding different than UTF-8, you need call header("Content-type: text/html; charset=xxxx") to override the HTTP response header line.
When Web form submits input text with the GET method, input text is encoded to bytes, converted to hexadecimal digits in %xx format, then included in the URL.
