Since PHP strings are sequences of 8-bit characters, we can use them as binary strings to store Chinese character strings in UTF-8, GB18030, or Big5 encoding.
PHP-CGI.exe in PHP 7 is setting "Content-type: text/html; charset=UTF-8" in the HTTP response header.
If you are using GB18030/GB2312 or Big5 in PHP script, you need call header("Content-type: text/html; charset=xxxx") to override the HTTP response header line default encoding setting.
